Abstract: Nation States have always considered themselves sovereign with respect to making policies and laws pertaining to their own citizens and territory. In history, wars are a significant example of a situation where nation-states interfered with each other, leading to the direct need for forums and institutions where international matters rather than national matters could be discussed. Mechanisms were needed to bind various nation-states, who were party to discussions and agreements, to the terms of the agreements. The Concert of Europe, the League of Nations and, more recently, the United Nations are examples of such mechanisms and institutions where the participants represent nation-states. Such institutions are termed “multilateral”. Each nation-state is fully in control of whatever happens within its territory and agrees to accept a set of agreed rules and standards in order to address what happens in cross-border interactions.

The nature of the Internet and its evolution have created a situation where most issues are transnational, and the practical and sometimes leading participation of non-state entities is a reality. This situation has impacted policymaking at national and multilateral forums. This talk looks at the evolution of policymaking in the Internet world and its implication for policymaking at the National and Multilateral levels.

Speaker: Dr Sundeep Oberoi has 36 years of industry, research and entrepreneurial experience in diverse areas of Information and Communication Technology. His experience covers a wide spectrum of experience in the Delivery Management of large and critical programmes, technology development, product development, business development, system integration and management of research laboratories. He has a Ph.D. in Computer Science from IIT Bombay, an M.Tech in Computer Science from IIT Delhi and a B.Tech in Chemical Engineering from IIT Kanpur. 

He was responsible for the establishment of the IIT Bombay–Tata Infotech Research Laboratory in 1997 and was its first head. He retired from the Tata Group in November 2020 and, prior to retirement, served as the Global Head for the Cybersecurity Business Unit of Tata Consultancy Services and was recognized as #4 in the top 25 Cybersecurity Executives of 2020–”The IT Services Report”. He was responsible for security execution in several large Government of India projects like the AWAN project of the Indian Army, Passport Seva Project, MCA-21, security of EVMs and many other important projects.
